Who we are

House of Hope was founded by Chelsey Hager, a former veterinary technician who was present when a severely neglected puppy named Hope was brought into a Colorado clinic. Hope had a broken leg, a heart condition, and a heartbreaking past—but her resilience left a lasting impression.

After moving to Douglas County, Oregon, Chelsey began working as a victim advocate with Peace at Home, a local organization supporting survivors of domestic violence and sexual assault. Through this work, she saw a painful and persistent gap: many survivors delayed leaving dangerous situations because they had no safe place for their beloved pets.

Motivated by the memory of Hope and the stories of countless survivors, Chelsey launched House of Hope—a nonprofit dedicated to ensuring that no one has to choose between personal safety and their animal’s well-being. Our mission is to provide safe, temporary care for pets while their people heal, rebuild, and move forward with dignity.
